High quality management in professional schools will contribute to improvement of quality of school training. This article examined current situation and solutions that have been implemented for student management in the Thanh Hoa College of Agriculture and Forestry; assessed causes of this situation and proposed 7 solutions to improve efficiency of student management. Implementation of these proposed 7 solutions synchronously will contribute to the realization of human resource training in Vietnam, having a good strength and strong stature, developing intellect, capacity and ethics comprehensively, having self-study and self-training capacity, activeness, self-reliance, creativeness, wide knowledge and skills, being able to adapt and quickly create initiative in the living and working environment.

1. Current situation in solutions that have been implemented in student management in Thanh Hoa College of Agriculture and Forestry

In the last years, Thanh Hoa College of Agriculture and Forestry applied some main key solutions for student management as follows:

1.1. Propaganda, political education, ideology

At the beginning of the year correct implementation of rights and duties of a citizen, rights and obligations of students is carried out via week of activities called “Civic Activity”, special course, home room activities, activities of the Youth Union, club’s activities, voluntary blood donation, etc. as it was propagandized in law in terms of educational patriotism, love of profession, responsibility for yourself, having the will to strive in learning, training, and living usefully for society [8].

Solution for propaganda, political education, ideology were implemented fully, but they lack diversity in the form of propaganda and education. Developing approaches that are not suitable with the level of awareness of each individual leads to uneven results at training levels [2, 3]. The way to implement the solution is very formal, not synchronized with units and individuals that involved in student management.

1.2. Propaganda, improving awareness of self-control, building self-consciousness, self-study planning for students

Most of students live in dormitories of the school, so improving awareness of self-control and self-consciousness for students is important to implement by managers. Division of Student Affairs sends organizations of Youth Union and Student Union to arrange study sessions of life skills for students. Due to these activities students can develop self-control in studying, living, and especially self-consciousness [4].

However, because students of schools are very diverse, learning motivation, input level and student’s goals are different, so organization of special classes is not effective. Thus, developing awareness of self-control, self-consciousness, self-study of students is not very productive.

1.3. Examination, evaluation

Examination and evaluation is a final stage of a managing cycle and also is a premise for a new cycle. Via inspection and assessment, we see strengths as well as limitations that need to be overcome.

For official school hours Division of Student Affairs will follow the prescribed managing procedures. For students who live in dormitories, at the beginning of each school year, Division of Student Affairs maintains statistics, rearranges number of students and updates new information or changes students in dormitories. Daily activities of students in dormitories will be managed by Dormitory Management Board via team leaders of students in dormitories and self-managing team. Beside regular, periodic inspection Dormitory Management Board will have monthly reports about activities of dormitories. For students who live outside of dorms, Division of Student Affairs will get students’ situation via homeroom teachers, monthly at street groups, wards through the host, head of neighborhood, and district police, periodically checks of the activities of students [5,6].

Inspection and evaluation solution: because there is a few staff in student management, they have to add more duties such as homeroom teachers, managers of internal and external students. For official school hours they only focus on inspection of general study hours of classes in school, and solving violated cases about school’s regulations. Therefore, they could not pay more time for inspection in each class, doing it more deeply and tightly. The management of learning activities of students in the main courses is entrusted to the staff and secretary of classes and subject teachers. Due to large number of home classes, comprehensive monitoring of student’s activities in class is not close and does not grasp information fully and timely of all students. Likewise, for management of inner-school students, the inspection is also a large part of team leaders of dorm, self-managing team. Management of out of school students is limited only via homeroom teachers. The number of out of school students is quite a lot and lives in around the city. Hence, it is difficult to check accommodation and lifestyle of students. Because the examination is not close, result in that assessment is not close to reality, so the management of students has not gone into depth and has not achieved the expected results [7].

Coordination of units and individuals inside and outside school in the management and education of students: in the Thanh Hoa College of Agriculture and Forestry most of the students have different input level. There are many students who are ethnic minorities, and study’s purposes are also diverse, so motivation and willpower in studying and practicing are different according to the process for violated cases about learning rules, school’s regulations, out of school students violated laws, local regulations. Based on the severity of the violation, Division of Student Affairs coordinates with the homeroom teacher to remind and advise during class time. In case of serious breach, it shall be proposed to the Disciplinary Panel of School for consideration. Violated cases of disciplinary types will be reported by the school to the student’s family and local authorities. Good implementation of this coordination will reduce the rate of violated students and student’s family will be more active in managing and educating their children [9].

Situation of coordinating solution of units and individuals inside and outside school in the management and education of students: despite of having coordinating process, there are a lot of students, so the management and education only focus on managers of Division of Student Affairs and homeroom teachers. The capacity and level of management is limited so the coordination has been limited in recent years. The lack of good promotion of the role of department and subject teachers is also a shortcoming that should be overcome. In addition, the education of student is sometimes subjective, concerning that the rate of students will be reduced. So, many cases of recidivism only stop at the review and reminder level.

2. Causes of the situation

Consciousness of participating in learning activities of a part of students is not high. Training and fostering of political theory for staff of student management is not yet invested much, especially for key staff of units.

Coordinating units in school is not tight, does not promote the strength of units and individuals who have responded for student management, so the efficiency is not high.

The examination and supervision of student have not really gone into the depth.

The reward and encouragement of students who have achievements in studying and training are not timely and synchronous; measures and forms of management of student’s activities in the month, quarter, period did not have a master plan. The investment and promotion in physical resources to serve students in extracurricular, sport, and club activities are not much and difficult to implement.

3. Proposing some solutions to manage students at Thanh Hoa College of Agriculture and Forestry.

Based on the current measures of student management at Thanh Hoa College of Agriculture and Forestry, we propose 7 solutions to improve the effectiveness of this activity, as follows:

Measure 1: Renovating management and professional training for managers who manage students.

Measure 2: Organizing short-term training courses about life-skills for students.

Measure 3: Improving awareness of importance of student management for all staff.

Measure 4: Strengthening political education, ideology, ethics, personality formation, lifestyle for students; promoting association activities to contribute to improve quality of comprehensive education.

Measure 5: Improving emulation, discipline, and benefits for students.

Measure 6: Applying modern technology and information technology in student management.

Measure 7: Developing a school cultural environment.

Conclusion: In order to solve the current shortcomings in renovating the student management, to maximize the effectiveness of renovating solutions in the student management that have been proposed in this article, all solutions should be implemented synchronously. Synchronous implementation of solutions does not only improve the educational quality, implements a duty of educational development, but also develops Thanh Hoa College of Agriculture and Forestry mission and function as a school.
