The history of Izhevsk College of Finance and Law dates back to 2015. During this time, the college has trained and graduated about two thousand specialists of different profiles.
These years have brought many achievements and bright events, which the teachers, staff and students of our college are proud of.
In Udmurtia, this is the only educational institution of secondary vocational education that teaches the profession of a dog handler.
Students of the specialty «Dog handler» study the theoretical foundations and practical skills of working with animals. The college cooperates with specialized Kennel clubs so that students can gain additional knowledge and practice. In addition to studying, dog training cadets develop the skills of communicating with various categories of the population, for example, they participate in career guidance events at schools, where they tell children about their future profession, and their dogs demonstrate their skills. They also go out to help «the Cat and Dog» shelter, walk dogs, and as volunteers collect necessary things and food and take them there. After the first year, dog handlers acquire puppies and, under the guidance of experienced dog handlers, train cadets to work with their dogs they are practically socialized, they are trained to follow the commands of the general training course, protective guard service and other wisdom.
Upon graduation, graduates go to work in law enforcement agencies (the Ministry of Defense, the FSB, the Ministry of Internal Affairs, the Federal Penitentiary Service), some choose to work at customs, security companies, service dog kennels, or begin private practice in dog training and breeding.

The specialty «Fire Safety» trains future specialists to serve in the departments of the Ministry of Emergency Situations, rescue structures, and also to work in companies and commercial organizations. Cadets of this specialty regularly take part in contests and competitions, such as, for example, «I am a professional» is a competition held by Udmurt State University, where cadets worked at stages, performing rescue work, from mountaineering to night search for victims, as a result, they won, taking 1st place. And cadet Andrey Shaykhutdinov, the best in both studies and sports, was enrolled in the sports team of the Udmurt Republic, and as part of the team he became the winner of the XVI All-Russian School of Safety Competitions.
1st-year cadets of this specialty are taken on excursions to specialized fire and rescue units, where they are introduced to the equipment and equipment of the unit, given the opportunity to try on special suits for special conditions, and professional rescue firefighters talk about their work so that students can better understand and better imagine their future duties in their chosen specialty.
The educational life of the students of «Law Enforcement» is also very interesting. Lectures and practical classes with them are conducted by super professionals — honored lawyers of the Republic and investigators with rich life experience, such as Natalia Arkadyevna Alekseeva, Captain of Justice, who uniquely builds her classes with a lot of examples, a video sequence, and also negotiates with relevant structures and conducts cadets, for example, a sightseeing and career guidance tour in the Supreme Court of the Udmurt Republic. During the meeting, students get acquainted with the specifics of the work of the structural divisions of the court, the judicial system and general issues of the judicial system, the specifics of the civil service and many other features. The cadets themselves are also always ready and actively participate in various events — they traveled to Balezino, to secondary school No. 5 for the «Cadet Fellowship» dedicated to the Day of the Employee of the Department of Internal Affairs of the Russian Federation, where they held various competitions, participated in the Republican Festival of students of educational organizations «We are Cadets», taking 1st place in the nomination «Television creativity», together with instructors from the military industrial Complex «Protection», went out to conduct classes with minors belonging to the category of street children, street children and orphans undergoing rehabilitation in the medical center «RND of the Ministry of Health of the Russian Federation», regularly participate, as commanders, in specialized shifts «Yunarmeets» in the AU UR «Youth Camp «Yolochka».
«Law» is another of the specialties taught by the college. Students also have the opportunity to participate in all events held for the specialty «Law Enforcement» and also attend additional excursions, for example, to the Office of the Federal Bailiff Service for the Udmurt Republic, where they are introduced to the specifics of the work of bailiffs, the history of the service. This year, our student took first place in the republican Olympiad among students of professional educational organizations of Udmurtia in the field of «Law». Assistant judges and clerks of judicial precincts are practically trained here. According to the qualification requirements, only citizens with higher legal education can be accepted for these positions, but college graduates have a unique opportunity: thanks to an agreement with the judicial department of Udmurtia, they can find jobs in the courts, while simultaneously enrolling in a university. Thus, the experience of these guys begins much earlier than those candidates for the position who first graduated from universities, and only then began to look for work.
And finally— the specialty «Banking». One of the core disciplines is financial mathematics, as well as the study of information technology, which is later joined by the study of economics and operations to ensure intra—banking activities, as well as a number of other necessary disciplines. «Banking is not only about the ability to work with finances. A specialist should be able to draw up a loan agreement and communicate with clients. Our demo exam is very interesting. The guys study the real loan product of one of the banks and try to convince the «client» as an «employee of the bank» that this product is suitable for him. The guys really enjoy immersing themselves in this real banking atmosphere», says the college principal.
Since this year, the college has opened a new specialty in the Ministry of Emergency Situations — «Organization of operational response in emergency situations». An emergency call reception and handling specialist will prepare for the following activities:
— Receiving emergency calls (incident reports);
— Notification of emergency operational and emergency recovery services, public life support services and unified dispatch services about the incident;
— Provision of reference and advisory assistance to applicants
The study of specialized disciplines will be multifaceted — from the basics of life safety to the psychology of communication, information technology of professional activity, psychology of extreme situations, legal regulation in the field of prevention and elimination of consequences of emergency situations, conflictology, psychological assistance to children in emergency situations, organization of the work of the operational duty shift: receiving and processing a call (incident report), emergency techniques and techniques during telephone consultation... The college offers students a wide range of options and opportunities not only to learn their profession, but also to have fun, participate in various social events, contests, sports competitions, develop themselves and just live actively! In sports competitions — the Swimming Championship of the Udmurt Republic, our female students took first place, third place in rugby competitions, first in the World Relay, third in the SPO Athletics Championships, first in the Army hand-to—hand combat competitions, first in the «Esports for Youth» competitions... And that's just a tiny part of our victories in competitions of various levels!
For example, in the fall, the seasonal work of our students as conductors of passenger trains ended. In six months, the guys managed to travel all over the south of the country, gain experience and make new acquaintances. All this is our student band of guides «Rigel»! After returning from their trips, our students attended the traditional annual youth festival of student groups and took part in sports competitions. In the plans for next year are to take prizes in the sports category and perform at the festival's concert venue to showcase our talents! And the work continues — now the recruitment for the 2026 summer season has been announced, everyone who wants to gain useful experience, see the country and get to the big youth festival is invited.
In general, a large number of interesting events are held for students of Izhevsk College of Finance and Law, which are organized by Galina Mustayeva, Deputy Director for Educational Work, together with activists of the Student Council. It is simply impossible to list them all, this is the National Costume Day, where students present costumes of the peoples of Russia, demonstrating respect for traditional cultures; this is the Battle of choirs, initiation into students, the spring dance ball, the festival of creative talents, where everyone can demonstrate songs, dances, read poetry, play a skit. For the most worthy and talented students, excellent students, athletes, volunteers, a Director's reception is held, where after the official part and the awards, the guys can talk with the director in an informal setting, ask him questions and discuss everything that interests them.
Those who wish can also study with the foreman of the college, Egor Deryushev, practicing drill techniques with weapons, preparing for the parade, and for the № 1 Post competition. He also trains cadet crews for the Victory Day Parade on May 9th!
Another area for self—development is participation in the Military-Patriotic Club «Protection», where students gain additional knowledge in various special disciplines, where meetings are held with interesting people, such as the marching chieftain of the Union of Cossack Warriors of Russia and Abroad Zorin A. Yu., cadets of military schools, who talk about the history of schools and the rules of admission there, with the deputy commander of the special forces, where the students learned about the special forces units, their creation, the combat path of the main «Krechet», saw samples of weapons and listened to explanations about some of their characteristics and application options. In addition, the best become instructors of the club, and for example, they organize and conduct the very first trip for first-year students to the Volozhki area. It was also planned to participate in international endurance competitions in a 120-kilometer raid, and the preparations were successful in winter, but unfortunately, first coronavirus and then the international sanctions imposed against our country didn't allow this to happen. But a lot of attention is paid to sports in the club and those who wish can take part in three or seven-day trips around Udmurtia to take part in the sports category of tourism or the signs of the first or second degree of the Military Sports Complex, and last year the club's cadets won first place in the urban military sports game «Basic Frontier» and received more and the cup. The Military-Patriotic Club also has a first-degree Diploma of the Winner of the regional stage of the Russian National «Student of the Year» Award among professional educational organizations in the Udmurt Republic in the nomination «Patriotic Club of the Year»!
The club's cadets also regularly participate in military-patriotic events — in the passage of the «Immortal Battalion» with the Combat Brotherhood, in the concert program for May 9 «Victory Square» in the Pervomaisky district of Izhevsk, with the republican military enlistment office in the «Handful of Memory» campaign, and organize master classes on basic military training for schoolchildren at summer recreation camps at schools and at the Dynamo stadium, as well as in schools of the republic, for example, the Bolgura-Dobryanka school, the Yakub cadet classes.
In 2019, the volunteer group «Hearts without Armor» was created at the college. Over the 6 years of its work, the squad has done a lot of good deeds. Many clean-up days were held to clean the springs, the embankment of Izhevsk Pond, the forest area on Korotkov Street, and in winter to clean the snow at school 256 for children with disabilities. We collected and sent things and gifts to orphanages and animal shelters, participated in collecting and sending humanitarian aid for our soldiers, together with
Galina Mustayeva Vazovna held a humanitarian action «SPO for SVO».
Adult students have the opportunity to participate in short-term humanitarian missions in the liberated territories or in the Belgorod or Kursk regions affected by the invasion of the Nazis of the Armed Forces of Ukraine. There, volunteers provide humanitarian, psychological, and medical assistance to residents, work with children, help rebuild social institutions, temples, and help in the search for missing people.
Student volunteers help families of soldiers who are on their own in household chores, recently chopped firewood for a woman whose two sons are on their own, dismantle a wooden house and then saw logs for firewood at the request of families of soldiers and grandmothers — «children of war», help to dig up the earth in and around greenhouses, saw unnecessary wooden structures that help to remove snow in winter for those of them who live in the private sector and do many other similar things.
They went with gifts and a small concert to the most remote Nursing Home in the Republic in the village of Lolloshur-Vozhi in the Grakhovsky area, with master classes to an orphanage in the village of Karakulino.
Together with the Combat Brotherhood, our volunteers, as candidates for the Volunteer Company, participate in providing various assistance to the Republican War Veterans Hospital. Ecology is also one of the areas of work of our volunteers. Together with Nikolai Matsulevich, an agricultural farmer, apple and cherry seedlings were planted in the Kama River area of the Public National Garden. Together with the Siberian Wellness organization, they have already participated twice in the International Project «The World Around You» and planted cedar and coniferous trees in the regions of Udmurtia.
Students, as volunteers, constantly help in holding competitions of national significance, such as the «ZaBeg RF», where they performed a lot of different work: from helping to register participants, to carrying various necessary property and preparing medals for the participants of the race.
Recently, at the Central Council of the Combat Brotherhood in Moscow, the work of our volunteers was noted and appreciated, and photos of those who distinguished themselves were posted on the stand of volunteer organizations.
Thanks to the efforts of the faculty, staff, and students themselves, the college is steadily moving forward, expanding its circle of acquaintances and replenishing its collection of awards with new medals and cups.
