Today, our Native land is successfully carrying out large-scale reforms in all sectors, including the fuel and energy sector. In this regard, the effective use of the enormous potential of the oil and gas industry for the sustainable development of the economy, the further progress and prosperity of the country, and the prosperity of the people is an important direction of the national strategy.
The approval of the «Revival of a new epoch of a powerful state: The National Program for the socio-economic development of Turkmenistan in 2022–2052" was a significant step towards achieving the goals aimed at the continuous progress of the country towards new levels of socio-economic development.
Turkmen Leader Serdar Berdimuhamedov, in his speech at the inauguration of the President of Turkmenistan, noted that we are setting ourselves higher goals in the new era of development. He emphasized that it is to ensure peace and strengthen mutual trust. It was also noted that the policy aimed at the development of the oil and gas industry and its integration into the international energy system will be continued.
In this regard, the creation of innovative industries for the processing of hydrocarbon resources, the development of the export capacity of the fuel and energy complex through diversification, as well as the creation of a versatile pipeline system for the transportation of energy resources is an important task.
The construction of modern complexes specialized in oil and natural gas processing, new ones such as «Barsagelmez», «Goturdepe», «Demirgazyk Goturdepe», «Nebitdag», «Altyguy», «Uzynada», «South Uzynada», «Keymir», «Akpatlavuk». Industrialization of promising mines, including the Turkmen part of the Caspian Sea and the Galkynysh mine, through the use of digital technologies, modern equipment and software, will contribute to the successful implementation of plans.
Within the framework of the program for the development of the country's oil and gas industry for the period until 2030, the capacity of the Turkmenistan-Uzbekistan-Kazakhstan-China gas pipeline will be gradually increased, the construction of the strategically important project Turkmenistan-Afghanistan-Pakistan-India gas pipeline, and new fields within the contractual boundaries of the «Bakhtyarlyk» field. putting into operation large industrial facilities for the processing of hydrocarbon resources, including facilities related to the petrochemical, gas chemistry, chemical and electric power sectors, commercial gas production plants and gas compression facilities, gas chemical complexes in each province, including polyethylene and polypropylene, rubber and polystyrene, it is planned to build enterprises for the production of polyvinyl chloride, polyvinyl acetate, methanol, synthetic textile fibers. They will pay special attention to the ecological situation of the production.
Field seismic systems that will enable the introduction of 4D monitoring technology for the expansion of geological research aimed at discovering new deposits of oil, gas and other natural resources, carrying out geophysical investigations and drilling research wells within the territory of certain deposits of the country, for the convenient extraction of oil and gas in oil and gas fields that are being developed in the future. Development of new 3D modeling techniques and software has been identified as a priority.
In addition, it is planned to introduce new technologies to increase the productivity of wells used in oil and gas fields, to strengthen drilling operations, to create industries based on new, highly efficient and ecologically clean technologies and know-how. It will create a complete chain from raw material extraction, processing, manufacturing and distribution of a competitive high value-added product.
Actively attracting foreign investments and experienced companies to solve future tasks is one of the main directions of the state strategy in the fuel and energy sector. In this regard, our country creates all the conditions for successful business and a favorable investment situation, and aims to develop long-term mutually advantageous cooperation in the energy sector.
Due to its favorable geopolitical location and rich reserves of hydrocarbon resources, our Motherland occupies one of the leading positions in the Central Asian region in the export of «blue fuel» and has great potential to increase the export of natural gas in various directions, including to European and Asian markets.
Turkmenistan has established effective relations with dozens of countries of the world, large foreign companies with advanced technologies, financial structures and international organizations. Among them, Chinese companies, in particular, are actively involved in the exploitation of the Galkynysh field, one of the largest gas fields in the world, in conducting research activities based on the Product Sharing Agreement within the contract area of the Bakhtyarlyk field, and in launching a powerful gas compressor station in the Malay field. There is also the National Petroleum Corporation (CNPC).
Speaking of these, we should mention famous companies such as «Dragon Oil» (UAE), «Petronas» (Malaysia), «Eni» (Italy), which have been successfully operating for many years in the Turkmen part of the Caspian Sea and on the coast under the Product Sharing Agreement. In addition, on the basis of the Memorandum of Understanding between the Government of Turkmenistan and the Government of the Turkmenistan in the «Dostluk» field of the Caspian Sea, extraction and development of hydrocarbon resources is being carried out.
The high level of oil and gas extraction in the country is ensured in most cases by using effective technologies and methods of field development. In this regard, it is important to note the importance of the signing of the Agreement with Tatneft Open Joint-Stock Company of the Republic of Tatarstan of the Russian Federation on increasing the oil yield of the layers in the Goturdepe field and providing manual services for overhauling the wells.
Also, it would be appropriate to mention the possibilities of developing a technical and economic basis called «Conceptual strategy for the development of the complex of oil refineries in Turkmenbashi and Seydi oil refinery». Within its limits, it is necessary to determine the specific directions of development of fuel and energy complex plants, the expediency of increasing the types of expensive oil products that are in great demand in world markets, as well as the modernization of technological facilities and new ones based on the demand for oil and petrochemical products in foreign markets and the available resources. it is planned to study the possibilities and directions of construction of facilities. Measures aimed at improving its competitiveness and creating ecologically clean production will be taken into account.
Along with this, it is important to establish the production of hydrogen fuel, biofuel, lighting and technical kerosene, liquefied petroleum gas, various types of diesel fuel, technical oils and polypropylene, as well as heated electrode coke, road and construction bitumen.
Based on the introduction of solar and wind energy technologies in the country, the production of renewable energy will be further developed, the amount of investments in «green» energy technologies will be increased.
