During the Revival of the new era of stable state, significant developments and progress are being made in all sectors in the country. Due to the extraordinary efforts of the President, large-scale work is being carried out in the country to transition to the market method of managing the economy.
Currently, to ensure the rapid development of the economy in the country and to continue the active investment policy, to transform Turkmenistan into an industrially developed state, based on knowledge and innovation, combining economic, social and ecologically favorable technologies, ensuring the diversification of the economy in terms of sectoral and ownership types, a number of activities are being carried out in order to successfully carry out reforms of the market economy adapting to the digital economy, create new jobs, continuously implement measures aimed at strengthening the economic power of the country and its regions, improve the living conditions of our people, and improve regional investment activity. All these activities are related to sustainable development goals.
The concept of «sustainable development» was introduced at the United Nations Conference on Environmental Protection and Development held in Rio de Janeiro in 1992. Sustainable development is a set of measures that allow modern society to meet its needs based on the rational use of nature, while preserving the diversity of nature for future generations. Since the adoption of the Declaration in 1992, it has been concluded that increasing public access to environmental information and participation in the discussion of environmental issues is a powerful tool in changing people's attitudes towards pollution and promoting conservation.
The phrase «sustainable development» entered the vocabulary in the late 20th century. In 1983, the United Nations International Working Group on Environment and Development was established. In 1987, the Working Group presented Our Common Future, in which the concept of «sustainable development» became widespread and became the basis for the documents of the World Ecological Forum held in Rio de Janeiro in 1992.
According to the Brundtland Task Force, development that meets the needs of the present and does not harm the environment and does not threaten the satisfaction of those needs for future generations is called sustainable. In September 2002, in Johannesburg, with the participation of leaders of nearly 200 countries, the United Nations Sustainable Developmentand the plan to implement the decisions of the high-level World Summit on Sustainable Development was adopted. Based on it, in 1992 in Rio de Janeiro, information was obtained from the United Nations Environment Conference.
Our heroic friend says: «During the business trip to New York in 2015, the government delegation of Turkmenistan participated in the 70th anniversary session of the United Nations General Assembly. A summit was held on the issues of sustainable development for the period after 2015. An important result of that meeting was the adoption by the world community of an integrated plan of action to solve important large-scale challenges for the medium-term future. Speaking from the rostrum of the United Nations, our Heroic Comrade Gurbanguly Berdimuhamedov put forward a proposal to activate international cooperation for the sake of global sustainable development and the well-being of peoples. It was noted that a new strategy of cooperation is needed for global development. A similar strategy was adopted by the United Nations General Assembly, which includes 17 global development goals and 169 targets for the post-2015 Agenda.
The decisive steps of countries and peoples to achieve sustainable economic, social and environmental development have become the main characteristics of this strategy. But the activity of our state did not appear before discussing the goals and tasks of global sustainable development only at the national level — over the years, Turkmenistan has put forward a set of initiatives from the high rostrum of the United Nations and other prestigious international organizations. «This has brought our country wide popularity as a reliable partner of the United Nations», he said. Having one of the largest energy capacities in the world, Turkmenistan strives to create a stable structure of global energy security. In this regard, in 2008, based on the initiative of Turkmenistan, at the regular session of the United Nations General Assembly, the Resolution entitled «Safe and stable energy transit passages and their service in ensuring sustainable development and international cooperation» was adopted with the full agreement of 192 countries.
In 2017, Turkmenistan assumed the chairmanship of the Energy Charter Conference, and the International Energy Charter Forum was held in Ashgabat on the theme «Towards a Multilateral Framework Agreement on Transit of Energy Resources». It discussed the problems of transportation and transit of goods in wide geographical areas, and various producers, as well as consumers, and thus transitors countries views were recorded. It was especially emphasized that the transit of energy carriers, which necessarily includes the problems of transportation and infrastructure, is a more important part of the interconnected chain of energy resources to international markets.
Turkmenistan actively participates in activities organized by the United Nations Regional Center for Preventive Diplomacy in Central Asia. In 2017, the 10th anniversary of the Center was celebrated. Over the years of its activity, the UNODC has established itself as a regional representative of the leading views of the United Nations, becoming an important forum for further interaction between the United Nations and Central Asia on many pressing issues.
The direction of industrialization of the country is carried out in tandem with the development of industrial centers and cities, the result of economic development and the tendency to urbanization, which is a natural condition that encourages it. The development of large and small cities balances the location of productive forces, the demographic composition of the population, its lifestyle and culture. Large-scale measures are being taken to reform cities, towns and villages in the country. Architectural ensembles are being built everywhere, streets are beautified, office buildings, residential houses with all amenities are being built, international highways and steel highways are being built.
Cities are not just residential buildings, but a set of complex systems designed for people to interact, live, work, learn, and improve their health. A city is not only a boundary, but also a system of interactions in which man is constantly striving to improve and improve. From here, too, the transition from a simple city to a sustainable city, which incorporates all the most modern, innovative high technologies, takes place.
A sustainable city is one that is harmonious with the environment, as well as people's interaction, living, working, education, health, through the cooperation between the Government, business organizations, industrial enterprises and non-commercial organizations, in order to improve and improve the living conditions of people and their environment. It is a city where hards are created, developed and improved. The World Sustainable Cities Day is being celebrated, and in this regard, the joint project of the United Nations Development Program and the Ministry of Agriculture and Environmental Protection of Turkmenistan called «Sustainable development of cities in Turkmenistan: integrated development of green cities in Ashgabat and Avaza» is being implemented. It is Arkadagly during the Revival of the new era of the Stable State, started by our hero Arkadagy.
The integrated activities related to the development of the cities, villages, towns, towns and district centers of the country successfully implemented by our commander are among the priority directions of the state policy. The new center of Ahal Velayat named «Arkadag» is another proof that the urban development program is reaching new heights. In the first phase of construction, a total of 336 facilities, including the office building of the municipality, the office building of public organizations, the flag pole, the «Ahal» monument, the Ahal horse circus, the Equestrian scientific and production center, the Spiritual Palace, the library, the Palace of Happiness, the drama theater. This fact is fully confirmed by the concentration of the museum, provincial level enterprises and law enforcement agency buildings, provincial branches of banks and other important facilities.
Based on the decision of the Mejlis of the National Council of Turkmenistan, the names of prominent figures of the Turkmen people were attached to the educational, healthcare, cultural institutions and art buildings of Arkadag city, adding to the joy of the people and increasing the pride of the heart. The high art building in the Central Park was named after the prominent politician of our time, our Hero Arkadag, and its naming as «Archadag Building» opened a new page in the history of Turkmen art. The Chairman of the People's Council of the National Council of Turkmenistan, Honorable Elder Gurbanguly Berdimuhamedov paid a working visit to Ahal province, he was interested in the construction of Arkadag, the new, modern administrative center of the province, and he got acquainted with the projects of the facilities that are planned to be built in the second stage of the city's construction. held a business meeting with the relevant managers.
As noted by our hero, the construction of industrial facilities has become one of the main directions of the state programs implemented in the country. In the framework of the industrialization of the country, large and small industrial enterprises, including processing industries, will be created in the new center. This will ensure food security, appropriate environmental conditions, create new jobs, and encourage business initiatives. Among the facilities planned to be built in the second phase of the center's construction are two-story residential complexes, parks, and modern communication systems. All the available data show the contribution of Turkmenistan to the implementation of the goals of sustainable development in the direction of the acceleration of the urbanization process.
