Thus, Islam understands all world as community of the people (ummet), making all mankind. All communities, the people living on the Earth, should make the uniform world state or community. The legal system of Islam should be estimated from two points of view: 1. Desirable position when it is supposed that in a society the legal control system which is starting with Islamic foundations, and 2 entirely should triumph. Existing position when in the conditions of contradictions and absence of unity in the world community it is necessary so to realize possibilities of legal installations of Islam that they represented the facts and promoted formation of a mature civil society.
